It is called Loman, and it can be downloaded from VTB's website in the library/files section. It also has an update for Lomac 1.1 that you'll need to install. What it basically does is that it installs the mods packages in lomac, which is very convenient. After getting Loman, you can download VTB's mod for your Lomac and install it using Loman... its pretty easy. I would also give a try to the canopy lines, as they help with your situational awareness.

The editor used to make or edit textures is Photoshop. LoMan then creates the bundle of files used by the mods and installs them from one single zip file for the user.
