just a guess here, but I think that the jet is going to get a new coat of Red and Blue done.. looking at the photo the parts of the aircraft that would be white are masked off and the colored parts like the nose wings and bottom of the jet are what looks like uncovered but primed for new paint... Once again just a guess.. Could be wrong..

Yea that would be the looks of it. They must pre-coat them white and then paint over that, which actually makes a lot of sense. Just like making custom motorcycle paint designs, with all the tape you use.

May be the start of the conversion to the Block 52. I know they are getting Mountain Home jets once they phase out.
