I think you are correct (and the math checks out). 
You could also produce the same results with a reduced poundage setting on the unit if you adhere to the correct the ratio of 0.76 (16/21) when setting the Y axis forward deadzone, much in the same way you'd want your X axis with have a ratio of 0.68 based on the Y axis back pressure.
