You could shave almost a hundred dollars off your purchase if you went with a 965 chipset Asus board. The 7600 series card seems to compete very well with the X1650 pro at almost half the cost. I agree with all of Burners suggestions, well done! The Core 2 Duo chip is easily overclockable to a 1333mhz front side bus. If you had access to a second system with swappable parts maybe you could swap parts until the problem goes away. That or pay a shop to diagnose it since they may have a test system with parts.
