Thank you Ells! The problem of Windows being unresponsive 2 minutes after login seemed to be coming from a service or software I had installed. I've always noticed with this card that the memory clock has never left 1804Mhz. The card should be running at 3608MHz. Possible problem solved? Rhino suggested that my PSU may not be giving my GPU enough wattage on the 12v rail. I decided to look into it and the GTS 450 requires 22A on the 12v rail.
